It is a question of how the Dobrovsky Village Soviet which has presented on All Ukraine competition of projects and development programs of local self-government the project Increase of efficiency of providing by qualitative drinking water from a source of Kurlyuk-Su of inhabitants of villages Chaykovsky and Perevalnoye of Dobrovsky village council of the Simferopol region of the Autonomous Republic Crimea, became the winner of competition and revived by means of the contractor the old, thrown source, solved thereby a big problem of water supply of these two villages.
Also there LIVED the OLD FORGOTTEN SOURCE
The small river Kurlyuk-Su runs on the mountain crevice covered with the wood, murmur on ground stones of its stream, the small river bears the waters down, in a valley, to Perevalnoye’s villages and Chaykovsky.
For inhabitants of these villages da’s small river the wells dug out here and there – that’s all sources of drinking water. And that it sufficed on all, in 1927 in mountains near Perevalnogo, in a zone of sanitary protection, the artificial source of Kurlyuk-Su was built. Long time it fed with reviver these villages, but gradually a bottom zailivalos, there was nobody to clear it and there is nothing. And a source forgot, threw.
And the need for drinking water all increased, at last situation became aggravated so that it was required to solve this problem cardinally.
And the Dobrovsky village council remembered the thrown source. Last year the Village Soviet became the winner of All Ukraine competition of projects and development programs of local self-government. Also helped it to win the project Increase of efficiency of providing by qualitative drinking water from a source of Kurlyuk-Su of inhabitants of villages Chaykovsky and Perevalnoye of Dobrovsky village council of the Simferopol region of the Autonomous Republic Crimea.
It is impossible to overestimate …
It is impossible to overestimate the importance of this source. After all water from it drinks 17,1 % of the population living in the territory of the Dobrovsky Village Soviet, and these are 20 thousand inhabitants. Soldiers of four military formations drink it, teachers and pupils of initial and average schools, inhabitants of a military camp and two above-named villages, use it workers of trade and public catering.
Daily need for water – 120 cubic meters, and the source is capable to give it, seasonally, from 350 to 3,5 thousand cubic meters per day.
It is difficult water providing system
As a part of its dam with fifteen reception wells filled with gravel of different fractions, hloratorny with two baths for solution of a chloric lime which a drop method round the clock moves in the underground accumulative tank in volume of 150 cubic meters.
The main conduit in extent five kilometers submits water on water purification and clarification station, to the tank in volume of 1000 cubic meters. From here pumps pump over it in three mechanical high-speed pressure head filters the general filtering surface of 8 sq.m. A filtering material – quartz sand of fraction of 0,8-1,2 mm. After filtering water arrives in bactericidal installation OV-1P-RKS-1, and having passed disinfecting, she moves in a distributive water supply system.
Here such this system was presented by the worker of the Village Soviet when they started development of the project.
What faced
- Problems pulled hard at once – the mountain – the deputy rural tells us the heads Elena Chungurova. – First, mountain woody district: it was necessary to find the contractor who would agree in such conditions to work. We reach there only on UAZ. Secondly, technical reorganization: for ten years replacement of a filtering material wasn’t carried out and speed of filtering any more didn’t provide sufficient clarification, decolouration and a water dezodorizatsiya. Bactericidal installation OV-1P-RKS-1 should be changed. It was necessary to replace and the fulfilled filtering loadings in mechanical high-speed pressure head filters with the new granodioritny. At once I will tell that with delivery of granodioritny sand left very successfully. Usually it deliver from Donetsk region, and we found that is called at ourselves near by, in the Lozovsky pit.
However, as they say, the deeper you go into something, the bigger the problem get. The sanitary-engineering condition of buildings, constructions and the equipment became a stumbling block. So far on objects of water supply maintenance was carried out only, on capital money didn’t suffice, as well as at all there were no they on service of system of water supply. And it was not necessary to speak about modernization, replacement of the equipment.
In such situation to have a sufficient reserve of water was considered as big luxury, and therefore regime water supply is forcedly entered.
All this also forced to make at meeting of a public ecological council of the Dobrovsky bulk the decision on recognition by a priority problem deficiency of qualitative water for inhabitants of villages Chaykovsky and Perevalnoye, and executive committee of Dobrovsky village council – to develop and present on All Ukraine competition of projects and development programs of local self-government the above-named project.
The contractor didn’t bring
- We set before ourselves the purpose not only to keep, but also to increase water resources of a source of Kurlyuk-Su – E.Chungurova notices – to improve at the expense of re-equipment and technological re-equipment quality of drinking water. And we are grateful to our municipal enterprise of housing and communal services "Small town" as a part of which there is a service of a water and sewer economy, for financial support of the project and for the works performed by its service. The brigade cleared away concrete trenches of a catchment basin, took out from a bottom zailivshiesya stones, cleared a bottom and again laid out it a stone. And now the contractor suggests suit a canopy over a catchment basin.
Where money took?
The project provided repair of 800 m of a water supply system down the street Angarsk in the village Chaykovsky with replacement of pipes in diameter of 50 mm. In 2004 to village council from the state budget Cabinet council of Ukraine the resolution No. 510 from 19.04.2004 The order of granting subventions from the government budget to local budgets on implementation of actions for the prevention of failures and technogenic catastrophes in housing and communal services and on other objects of a municipal property allocated additional funds for carrying out this work. 46,5 thousand UAH are mastered. Works were executed by contract organization ES of Ukraine.
Financial security of implementation of this project is formed on the basis of conditions of competition and the project at the expense of means:
– competition fund – 50 thousand UAH.;
– the participant of competition – 29,5 thousand UAH.;
– the organizations of partners – 117,445 thousand UAH.
From competition fund, by the way, money was allocated, when there was a good weather, and it allowed to perform prime works in due time.
On repair of station of water purification and clarification cunningly 24,1 thousand UAH., on capital repair of existing bactericidal installation and equipment by two new – 11,6 thousand UAH., on acquisition and installation of the three-phase transformer – 2,75 thousand UAH. – trutno-quartz lamps of 2,5 kW and quartz tubes – 2,4 thousand UAH., on repair of katonovy and mechanical filters of chemical cleaning at station of clarification of water with replacement of the fulfilled quartz loading – 9,15 thousand UAH.
All made allows to increase capacity of each installation of disinfecting of water to 50 cubic meters at an o’clock, guarantees its high quality.
Executive committee of Dobrovsky village council of 30 thousand UAH. directed on capital repair of the main conduit with replacement of worn-out metal pipes by the polyethylene. For its means the access road on water purification and clarification station down the street October in Perevaln in budget cost – 4,5 thousand UAH is repaired.
The partner of the Village Soviet – the Gorodok housing and communal services municipal enterprise too didn’t stint. On 4,6 thousand UAH. it performed works on repair of 100 m of vnutriploshchadochny networks on Oktyabrskaya St. in a military camp, 40 thousand UAH. allocated for capital repair of a piping where is provided to clear reception gallery, the water intaking pool and reception wells, and also on height of 1 m to strengthen lateral walls. 70 % of all amount of works, and all works as it was already told above are executed already, owing to an environment are conducted manually. Their end will give the chance to increase considerably the water debit on a water intaking construction.
And what in the long term?

- Now we involved the store in 1000 of cubes, but is one more same capacity, before bactericidal installation, intend to involve and it. And then the problem of providing the population of two villages will be removed by qualitative drinking water completely, water supply of all valley will improve.
In the long term works on modernization, updating, capital repairs of systems of water supply and water removal on objects of a water sewer economy, "Small town" develops design and budget documentation on reconstruction of a vodostochnik. For now, as of September 15 of this year, 175,5 thousand UAH were mastered.
One of the main directions in this work – decrease in intra house losses and rational economical use of water. And as in big degree it depends on inhabitants, deputies, members of rural and house committees carry out with them information and explanatory work, on a descent of citizens the course of implementation of the project is discussed, on information boards hang out the materials shining a situation in a solution.
