In article it is reported about activization of negotiation process between Ukraine and the WTO during the period from 2003 to June, 2006.
For this period 7 meetings of the Working group on consideration of the demand of Ukraine about accession to WTO are carried out; bilateral negotiations with 35 member countries of the WTO are carried on; are signed 35 of the 44th bilateral protocols on access to commodity markets and services.
VDNOSIN’S CURRENT STATE
From 2003 to 2006 negotiation process between Ukraine IVTO considerably became more active. 7 meetings of the Working group on consideration of the demand of Ukraine about accession to WTO are carried out; bilateral negotiations with 35 member countries of the WTO took place.
Throughout 2003-2006 are signed 35 of the 44th bilateral protocols on access to commodity markets and services:
. in 2003 – 11 protocols – with Brazil, Bulgaria, Estonia, EU,
Israel, Cuba, Poland, Slovakia, Thailand, Czech Republic, Hungary;
. in 2004 of-10 protocols – with Argentina, Honduras, Dominican
Republic, Lithuania, Malaysia, Mongolia, Paraguay, Turkey, Switzerland, Sri Lanka;
. in 2005 - 9 protocols - with El Salvador, Moldova, Norway,
Indonesia, Japan, Iceland, Croatia, Ecuador and China;
. in 2006 - 5 protocols with the USA, Panama, Australia, Egypt and
Colombia.
Negotiations with Armenia, Peru and Taiwan are also complete. Negotiations with Kirgyzstan proceed.
Throughout 2005-2006 some problem questions which slowed down negotiations between Ukraine and the WTO working group were solved:
. the tax concessions provided by the separate are liquidated
to the industry enterprises;
. identical rates of the excise duty on domestic are established and
import vehicles according to a principle of a national treatment;
. release from payment of the VAT, the profits tax, payments is liquidated in
State innovative fund; from payment of the VAT and customs duties for import of raw materials, materials, the equipment and the goods (not made in Ukraine), intended for use within technological parks;
. privileges in special economic zones and particular treatments are liquidated
for investment activity. In particular, all privileges from duty payment for import; VAT; excise duty; profits tax; payments in social insurance fund, unemployments; collecting in the State innovative fund and obligatory sale of currency receipts;
. the requirement about sale to National bank of Ukraine of 50 % is abolished
currency revenue subjects of foreign economic activity at implementation of the foreign trade contracts;
. the discrimination approach to the foreign companies is abolished
concerning use of tax bills at calculations with the budget;
. the mode of licensing and quoting of export of some types is abolished
production;
. the fixed payment for issue of export licenses, which is established
answers cost of providing the specified service;
. the additional charge is abolished at an import of oil products.
