According to item 1.1.5.1 of the Plan of control and auditing work of CREWE audit of use of the budgetary funds allocated for implementation of programs of support of domestic producer of agricultural production from 01.01.07 for 01.10.07 was carried out to AR Crimea in the third quarter 2007. To the ministry of an agrarian policy of AR Crimea.
For scoping of the means necessary for implementation of these programs and distribution of means on regional and regional levels the commissions in which work employees of control and auditing service of Ukraine take part also are created.
It was revealed that in revizuemomperiode the state gave considerable support to producers of agricultural production. The volume of means for financing, implementation of programs of support of domestic producer of agricultural production from 01.01.07 for 01.10.07 made 159872390,00 UAH., including under programs: Financial support of production of animal husbandry and plant growing – 107967743,00 UAH.; Selection in plant growing – 858000,00 UAH.; Partial compensation of cost of difficult agricultural machinery of national production – 2700200,00 UAH.; Implementation of financial support of agro-industrial complex via the mechanism of reduction of the cost of the short-term and medium-term credits – 8608000,00 UAH.; A laying of young gardens, vineyards and yagodnik and care of them – 36481000,00 UAH.; Reduction of the cost of cost of the strakhovy awards (contributions) which have been actually paid by subjects of the agrarian market – 491000,00 UAH.; Providing the partial financial help to agricultural enterprises of AR Crimea which suffered losses as a result of dust storms on March 23-24 and droughts in May – 1807380,00 UAH.; Protection and rational use of lands on plastering of soils – 959067,00 UAH.
From the sum of the received financing it is distributed to selkhoztovaproizvoditel of means in the sum of 128510858,71 UAH., from which it is captured by control – 70170403,02 UAH. For confirmation of target use of means counter verifications in the district state administrations and at recipients of budgetary funds are carried out. Work of the above-stated commissions promoted the prevention of illegal use of budgetary funds, of what the insignificant violations established by counter verifications, the carried-out control and auditing departments and sectors of areas, at agricultural producers testify.
During audit of use of budgetary funds on implementation of the program Providing the partial financial help to agricultural enterprises of AR Crimea which suffered losses as a result of dust storms on March 23-24 and droughts in May are carried out counter verifications at 14 agricultural producers who received budgetary funds for total amount of 1305700,00 UAH.
At verification in JSC Ayr-21 of the Belogorsky area it was established that at the moment of providing the help the balance on the account of this enterprise was absent. Means in the sum of 5090,00 UAH. By JSC Ayr-21 are used on repayment of interests on credit, that is, the monetary assistance is used on the purposes which have not been provided by contract provisions.
