In article the description of the program of updating of the village which started in the Crimea is presented.
UPDATING of VILLAGES of KUKUSHKINSKY of VILLAGE COUNCIL of RAZDOLNENSKY of the REGION of AR CRIMEA
Development of rural territories becomes a key problem as concerns nearly 15 million people living on the village, or 32 % of the population of Ukraine in modern conditions. Thus, besides the programs keeping development of agricultural industry, programs on development of rural territories, in particular, in aspect of updating of the village, the central figure which the person, his welfare and relationship with environment is are necessary.
The concept of the program of updating of the village was developed in the 60th years of the last century in Bavaria. Quickly enough it extended in the territory of Germany, the Bottom Austria. In the 70th and 80th years this direction appeared the successful tool of the solution of the numerous problems which have arisen in rural territories: the slowed-down economic growth, problems of a demography and employment of the population, change in social structure of society and system of values, destruction of a cultural heritage and natural riches. Loss of the importance of value of a family and an agricultural community in aggregate with the arising new relations and new social and economic intensity strengthened feeling of loss of the originality in inhabitants of villages, installed feeling of uncertainty. The belief that it is impossible to meet crisis of rural territories without participation of a community which should take responsibility for the future in own hands became the reason of the beginning of implementation of such program, realizing the planned projects.
In Poland the program of updating of the village started to work in the nineties at level separate gmin (village councils), povitov (areas) and voyevodstvo (areas). This program were financed from the national budget. After the accession of Poland to European Union there was a possibility of its joint financing from the EU structural funds and distribution on all territory of the country.
Implementation of the program led to improvement of an esthetic view of villages, their inhabitants got access to vacation spots and objects of culture against well developed infrastructures and services sectors and as that is the most important, there was a change of a way of their thinking, formation of a sense of responsibility for the villages and understanding of a role of everyone, living in their territory, in prosperity of the of the small Homeland.
Since September, 2008 the Program of updating of the village already started in the territory of the Crimean peninsula.
Development of the draft of the Program of updating of villages of Kukushkinsky village council of the Razdolnensky region of AR Crimea on 2008-2015gg. support of reforms of local self-government and managing in the territory of the Crimea, realized according to the program of the international help of the Ministry of Foreign Affairs of the Republic Poland in 2008 was carried out by the Crimean state agrarian educational advice center (KGAUKC) together with the Ministry of an agrarian policy of AR Crimea under the direction of specialists of Pomor center of agricultural consultation within the project .
The draft of this document prepared on an initiative and with direct participation of the head of Kukushkinsky village council of Valentina Bogdanova, is written according to the European norms and consists of the following sections:
· The characteristic of a territorial bulk and the villages entering into its structure.
· SWOT analysis with the indication of advantages, shortcomings, chances and the threats revealed on each of settlements.
· The priority directions and projects according to the program of updating of villages.
· Schedule of implementation of drafts of the program.
· System of introduction of the program of updating of villages of a bulk.
· Financing sources.
The first section contains data on the ground areas, number and national structure of the population, income sources, objects of social and engineering infrastructure, private households, businessmen and farms. On each of settlements of a territorial bulk historical information is given. All these indicators in detail acquaint with each of updated settlements that allows to reveal a number of problems.
On the basis of characteristics of the previous section SWOT analysis becomes. This method of the analysis in strategic planning consists in division of factors and the phenomena into four categories: strong, weaknesses, chances and threats. These factors allow to create the priority directions and the purposes which it is planned to reach at the solution of the revealed problems by means of the planned projects consolidated in the schedule of realization with the indication of terms of their performance for the period from 2008 to 2015. Updating of villages Cuckoo and Fires is planned to carry out in four priority directions:
Priority 1. Increase of levels of culture and education of inhabitants of villages.
Priority 2. Increase of a material level of living of rural dwellers.
Priority 3. Improvement of social and technical infrastructure of villages.
Priority 4. Accomplishment of villages.
On above-mentioned priorities the purposes are planned:
1. Education of a sense of responsibility and pride of the native village.
2. Activization and integration of inhabitants of villages.
3. Promoting of alternative sources of existence and activity.
4. Creation new and revival of earlier existing workplaces.
5. Development of social and production infrastructure.
6. Development of sports base.
7. Updating and development of municipal and communication infrastructure.
8. Improvement of an esthetic view of villages.
9. Environment improvement.
Realization of the planned purposes will allow to open capacity of villages Cuckoo and Fires, a part of Kukushkinsky village council, and the people living in them, to carry out search new and to revive the lost kinds of activity, and also to make active investment appeal of updated villages and a territorial bulk as a whole for creation further on their base qualitative agroproduction, tourist and other products with well developed infrastructure and a services sector against a steady ecosystem.
Achievement of these is more whole probably by involvement of inhabitants of the village led by their leader in processes of implementation of 66 projects planned in the program.
For acquaintance of local population with the draft of the program of updating of villages of Kukushkinsky village council on September 23, 2008 the Crimean state agrarian educational advice center together with Pomor center of agricultural consultation of the Republic Poland in the village Cuckoo carried out a seminar presentation.
In it took part: the director of Pomor center of agricultural consultation in Gdansk Offices in Old Paul Antoni Gaydachuk, the expert in updating of rural territories of Pomor voyevodstvo Eve Shimanskaya, the vice-chairman of Razdolnensky regional council Lyubov Olkhovskaya, the head of Kukushkinsky village council of Valentin Bogdanova, the director of Kukushkinsky comprehensive school Lyudmila Kolyus, experts educational and consulting centrai the Ministries of an agrarian policy of AR Crimea, the head of village councils of the Razdolnensky area, businessmen, farmers, inhabitants of villages Cuckoo and Fires. The seminar was conducted by the director KGAUKC Nikolay Nagaynik.
On end of presentation of the draft of the program opinions of inhabitants of the village of urgent need which has rather arisen already today of implementation of this document were heard. It promoted that the Program of updating of villages of Kukushkinsky village council was in details studied, approved and accepted at session by deputies of a bulk on September 30 the current year. In the middle of November the first stage of the program is realized: in updated villages the leader and his assistants is elected, i.e. the so-called initiative group which will promote an embodiment in life of all projects planned in the program that by 2015 of the village of the Kukushkinsky territorial bulk there were ukhozhennymiya esthetically attractive is created, in their territory the active, healthy, educated youth, and level of culture and knowledge rural zhitelejstal lived infrastructures are much higher against developed, than a services sector and a low level of unemployment. The updated villages – it is the center of culture, tourism and agroproduction with non-polluting environment.
