Notes from a meeting at a round table
Whitish streamlets flew down from the foothills in flock valleys, small rivers spread on the Crimean steppe. And number of those flocks at us in the Crimea during a time of intensive development of cattle-breeding branch passed for one million.
But time of reforming of agrarian and industrial complex brought the ruthless knife over those flocks, having empurpled it blood of innocent persons, and flocks as March snow, and not only at us on the peninsula, but also in other large sheep-breeding regions of Ukraine – in the Odessa, Nikolaev, Kherson areas, on poloninax the Carpathians began to thaw. And if by the beginning of 1991 in farms of the country 12 million sheep were, now them there were only 850 thousand.
But not all of them went to a non-existence: small, but nevertheless the livestock remained. Scientists, experts, sheep breeders are waiting in the wings. The branches concerned by destiny, they also gathered on November 24 this year in the assembly hall of the Ministry of an agrarian policy of AR Crimea at a round table to solve, how to rescue branch, to put it, as they say, on feet and to direct the revived flocks on pastures, and sheep breeding production – on the internal and external markets.
The meeting was opened by the deputy minister of an agrarian policy of AR Crimea Victor Tyshkevich.
Let’s protect themselves
The meeting as our newspaper already reported, was organized at the initiative of All Ukraine public organization that Asots_ats_ya v_vchar_v kozivnikiv Ukra§ni. Her president, the professor of chair of the production technology of production of a svinovodstvo and sheep breeding of National agrarian university Vasily Turinsky also began discussion of the ripened problems with the heads of breeding farms invited to a meeting, farmers, chiefs of regional managements with a question of the state support of development of sheep breeding and a kozovodstvo. At once damped an ardor hoping only on it, noticed that around the world the interests protect associations. As a positive example he gave activity of association of the Ukrainian poultry breeders which, having united, could defend the right to the state grants which allowed to provide to poultry farming intensive development.
By the way, to experience of poultry breeders participants of a meeting in the course of discussion of problems came back yet time. It is visible it pleased to them.
As to association of sheep breeders and kozovodov, that, according to V.Turinskogo, it is created at the initiative of only two tens farms. It for the present not so got stronger as poultry-farming, but those grants which were received by sheep breeders – result of its activity. It was necessary to "beat out", however, them, but anyway, and the state support of branch was.
- Why we insist on sheep breeding revival – the president of association explains. – Yes because now we have it one competitive. Mutton is loved by all Muslim world, and from us it are ready to take, but only in bulk.
He suggested to unite efforts that there was a possibility to deliver on the market big parties of sheep. After all an environment and pastures allow in the Odessa, Kherson, Nikolaev areas and, certainly in the Crimea to contain one million sheep.
The grant – incentive of development

Having complained about that the structure of association of sheep breeders at us in the Crimea is still underdeveloped and can’t stand pro se, she called the sums of grants for washed wool, for the added sheep which could be received by sheep breeders, but they or weren’t or them received out of time.
And that such the grant, it has what force, the head of department showed on a concrete example. Without having received it, ours plemxozy sharply lowered a livestock. Promoted it and equalization: incurred much bigger expenses plemxozu and to the individual who is containing sheep on the farmstead and not being spent on plemrabotu and the special maintenance of animals, the identical sum was paid.
Participants of a round table agreed that to dating the differentiated approach is necessary, and L.Kurtseva noticed that when, at last, the Crimean sheep breeders received more than two million hryvnias of the grant, ovcepogolove after increased by 30 percent.
Concerning realization problems, Larissa Alekseevna confirmed that truth what to trade in raw materials not favourably. And therefore at us in the Crimea it is necessary to create the processing – wool washing, to sell not sheep, and to prepare for realization mutton.
Also such questions, as safety of an issue were discussed at a round table. Sore points here – bad preparation to okotu in winter conditions, and as our haymakings and pastures poor, and bad feeding of animals.
Breeding work is started. We have only two plemreproduktor and plemzavod – Kotovsk, Nice and Black Sea. For 6-7 years don’t change manufacturing rams.
Going deep into questions of the market relations, participants of this meeting agreed in opinion that it is necessary to sheep breeders, passing intermediaries, to leave with the production on supermarkets, the markets. But it is necessary to leave with high-quality competitive production, and such people knowing business can make only. And right there the problem personnel – few the qualified shepherds, experts of sheep breeding, especially an average link emerges. And views of the gathered direct to workers of KGA UKTs who can render in it the essential help.
To quality of production of sheep breeding in general at this round table of attention it was given enough. The chairman of the board of association of sheep breeding and kozovodov Ukraine Vladimir Ananyev was expressed categorically:
- It is impossible to let out poor-quality production. But to receive such it is necessary to create conditions. Use of pastures wishes the best, identification and registration of cattle which will help to survey its physiological condition isn’t complete still. It once again reminded that the cattle which has not passed identification, production, from it received, on the market won’t be allowed.
Concerning organizational questions, Vladimir Ananyev emphasized need of creation of serving cooperatives, in particular on preparation of forages, the credit union for financial support of branch, approved need through association to achieve, that sheep breeders received orders for the production. What will it give? A lot of things. Even the small agricultural producer containing sheep, can leave with the production on the foreign market.
While sheep go not identified, infected with all infections the road to the market is closed. However having united and this problem together can be solved.
Continuing this subject, the deputy head of department, the main state inspector of veterinary medicine in AR Crimea Vladimir Dralo noticed that if in which-what public sheep breeding the order still is, in the private – it isn’t present. People, maybe, want it visit, but don’t know as. Here also go at them together and a uterus, and it is bright, and a ram. It is possible to speak about what breeding work here? And as a result lambs are born them underdeveloped, or zhiznenesposobny, from them neither wool, nor meat …
To the sheep containing on private farmsteads, don’t do an inoculation, they besprizorno wander and, breaking off holes, "catch" anthrax and perish "packs". And only when there will be full information on each animal when the owner it will know that if his sheep without a label in an ear, he neither wool from it, nor it in the market won’t sell meat, will scratch the nape and will think … And the grant without registration of all documents necessary for its receiving, all references, he won’t receive.
And that itself this state action – identification and registration of animals represents – the head of DP branch Agency of identification and registration of animals in AR Crimea Victor Zhuk specifically explained. It began the performance with problems. Main – protection of the territory of the country from the infections, following – control of quality of production and the third – optimization of planned actions of veterinary medicine.
- All this – he emphasized – since January 1, 2007 will be considered at allocation of grants.
And the chief of the department of Majlis on coordination of activity of local bodies of national self-government of Zevdzhet Kurtumerov returned audience to the market relations.
- In the market everything is seized by secondhand dealers – he told. – It is necessary to achieve, that places and for producers of agricultural products there were taken away. Then for them the entrance in the market and consequently there will be at them an income which will remove a problem of money necessary for the same identification will open.
He spoke and about some nesurazitsa in land use, about that, for example, that a payment for the pastures, which lands as a rule less valuable, more than for the fertile.
The deputy minister of an agrarian policy of AR Crimea Victor Tyshkevich, estimating developed situations there is no time one of branches conducting in the Crimea, reported that in the Crimea 300 thousand hectares of not used earth. What prevents to use it for sheep breeding development? There is no exit to production sales market. If in Krasnogvardeysky, Dzhankoysky regions of 25 % of places it is allocated in the markets for agricultural producers, in Simferopol – anything.

But right there the objection from the head of the state administration of the Krasnoperekopsky area Kirill Trandafil followed:
- It is not agrees that it is necessary to clean intermediaries. The intermediary knows where whom and how many to give that production went to the market. And the private trader without it on the markets won’t break through. Clean the intermediary, and our zaboyny points remain empty. At us and so now cattle hammer anywhere. Whether it is better to prove the price for identification, to liquidate the scheme of the bribes which level still rises.
- It is necessary – he noticed – on the one hand to give to the sheep breeder incentive, and with another – to introduce a strict order and to clean the spontaneous market.
- And to put things in order – Vladimir Ananyev kept up the conversation – it is necessary to create the working group which would investigate all problems and put things in order.
The main inspector on purchases and quality of agricultural production Nikolay Orlovsky noted that in the Crimea there are all conditions for production of sheep-breeding quality production. There are good pastures in Pervomaisk and Leninsk the area, remained ready to accept animals under the shelter sound koshary, it is necessary only that the association of cattle breeders was knocked and entered into each door, convinced peasants of need to keep at itself sheep and goats.
Summarizing a discussion course, participants of a round table came to a conclusion that if a sheep without supervision, their production – not production, without structures of association of sheep breeders and kozovodov not to live, exactly as well as without the differentiated approach to dating of legal entities and individuals.
Rate nowadays on large-scale enterprises, high-commodity production instead of as at us – in December cut out 300 ewes and remained without grants for the added sheep – L.Kurtseva noticed.
And then Vasily Turinsky held a seminar. On slides it showed both sherstny and meat, both dairy, and mnogoplodny breeds of sheep, told what of them to what region of the country approaches more, what production of sheep breeding traditional, say, for the Carpathian is charmed also what – for the Crimea.
Very interestingly, this person enamoured of sheep breeding with inspiration told about Carpathian sheep cheese, kurdyuchny sheep and many other. The audience with great attention listened to it.
But when speech came about goats, remarks were heard:
- They aren’t necessary to us. All ecology will exterminate!
- In vain you so about them – the professor calmed. – I had to happen in Slovakia and there farmers-kozovody are proud of that hold these animals.
He told as "goat" matter in this Post-Soviet country is put. As well as sheep breeding develops it on an industrial basis: milking machines act on farmers, there are shops on development of sheep cheese and goat cheese. Goats that didn’t do much harm to environment, keep in shelters, the kormoproizvodstvo intended for them is adjusted.
