In article it is reported that the Ministry of an agrarian policy of AR Crimea in response to the resolution of Council of ministers of an autonomy from 12.09.06g. No. 515 is signed the order from 26.09.2006g. No. 99 on this matter.

The ministry of an agrarian policy of the Autonomous Republic Crimea, in response to the resolution of Council of ministers of AR Crimea from 12.09.2006 No. 515 and with a view of situation stabilization in animal husbandry branch in agricultural enterprises of all forms of ownership of the Autonomous Republic Crimea, prepared the order from September 26, 2006 of No. 99 About preparation for the organized carrying out wintering of cattle and a bird on agricultural enterprises of the Autonomous Republic Crimea for 2006-2007.
Similar orders are issued in each area.
For the organization of continuous control of a wintering course monthly in each area working meetings seminars with participation of chiefs of regional managements of agroindustrial development, heads of the advanced agricultural enterprises, farmers, representatives of the science, processing enterprises on whom results of work of branch of animal husbandry are carried out are carried out, questions of selection, introduction of new technologies, developments of meat cattle breeding, sheep breeding, a kormoproizvodstvo, processing of production of animal husbandry are taken up.
In three months of wintering (November 2006 – January 2007), in comparison with the similar period of last year, in agricultural enterprises of the republic increased production (realization in live weight) meat for 22 %, and in Leninsk and Kirovsk areas this indicator decreased na50 %, in Bakhchsarai – by 33 %.
If as a whole on the republic production of milk decreased – for 5 %, in Krasnoperekopsky – for 67 %, Bakhchsarai and Soviet – for 50 %, Dzhankoysky – for 40 %, Belogorsky – for 34 % areas.
In too time increased production of milk in Kirovsk the area in 2 times, Pervomaisk – in 1,5 times, Black Sea – by 25 %, Krasnogvardeysky – for 15 % and the Simferopol area – na7 %.
In separate areas work on cattle reproduction is insufficiently organized.
So, on the republic for the reporting period 2284 heads of cattle that for 20 % less similar period (November 2005-January 2006), and in the Krasnoperekopsky area – 78 %, Saksky – for 58 %, Belogorsky – for 54 %, Soviet – for 52 %, the Black Sea and Dzhankoysky areas – for 23 % are artificially inseminated. In Leninsk the area in general artificially don’t inseminate cattle. As a result efficiency of doyny herd for 2006 in area agricultural enterprises the lowest on the republic – 1651 kg.
Republican state inspection of purchases and qualities of agricultural production at Council of ministers of AR Crimea carries out control of work on restoration and creation of new points on a cattle and bird face with primary processing.
In 2006 18 lethal points with primary processing, including in the Krasnogvardeysky area – 3, Krasnoperekopsky, Razdolnensky, Simferopol and Saksky – on two in everyone, Dzhankoysky, Kirovsk, Leninsk, Pervomaisk, Soviet, Nizhnegorsky, Black Sea – on one are restored and again created.
Inspection carries out continuous control of correctness of definition and timeliness of charge and payment of grants to agricultural producers for sold by them to the processing enterprises cattle-breeding production.
In 2006 for delivery of vysokokonditsionny cattle, pigs, broilers 53918,63 thousand UAH are added. the state support that on 24052,23 thousand UAH. more than in 2005. As of 1.02.07 unpaid agricultural producers of 15036,0 thousand UAH.
Nevertheless some areas practically don’t use means from the state budget for delivery of vysokokonditsionny cattle, pigs and a bird.
So in 2006 from total amount of the finished limit in the Bakhchsarai area 0,2 %, by Leninsk – 0,1 %, Krasnopererkopsky – 2,3 %, Simferopol – 2,2 %, Soviet – 6,4 %, Black Sea – 9,4 %, Pervomaisk – 9,8 %, Kirovsk – 10,9 % are mastered.
In a preparation stage for 2007 there are 6 lethal points in Bakhchsarai, Belogorsky, Dzhankoysky, Pervomaisk and Black Sea areas.
As of February 1, 2007 in the republic from the State budget of Ukraine money aren’t allocated for support of branch of animal husbandry. However volumes of delivery to the processing enterprises and the procuring organizations of young growth of vysokokonditsionny cattle, pigs and broilers for 2007 are defined.
In each regional management of agroindustrial development of the district state administrations the production program on animal husbandry for cattle and bird wintering in agricultural enterprises for 2006-2007 is developed, the regional staff is created, experts are fixed to each enterprise and village council for the operative solution of questions of the organized carrying out wintering.
Measures for safety and rational use of the forages prepared for the winter period are taken. On the conditional head it is prepared 22,3 cn. forage. a unit that for 6 % more than in last wintering.
Aren’t completely provided with sterns for wintering of agricultural enterprise of Krasnoperekopsky and Lenin areas in which it is prepared on the conditional head of 72 % from requirement.
For the purpose of ensuring the high-grade balanced feeding on a protein of agricultural animals work on expansion of cultivated areas of long-term herbs and leguminous cultures is carried out. So, as of 21.01.07 squares of long-term herbs at 5,8 thousand hectares or at 15 % in comparison with 2006 are increased. The greatest increase is reached in areas:
– Bakhchsarai – for 63 %;
– Leninsk – for 36 %;
– Razdolnensky – for 27 %;
– Krasnoperekopsky – for 25 %;
– Black Sea – for 18 %.
Reduced the area of long-term herbs only in the Belogorsky area – by 5 %.
The means provided in the Government budget of Ukraine on partial compensation to agricultural producers, in the form of 30 % of reduction of the cost of cost of the difficult domestic dairy equipment of new generation for modernization of dairy and commodity farms and the cellular equipment for poultry farming aren’t used.
In 2007 only SPK "Karkinitsky", JSC Slavnoye of the Razdolnensky area, JSC Shirokoye of the Simferopol area submitted demands for acquisition of the dairy equipment of new generation.
Management of veterinary medicine in AR Crimea to all subjects of the managing, carrying out the activity connected with cultivation, the contents and slaughter of agricultural animals and birds, are taken out instructions about reduction in compliance with veterinary and sanitary requirements of the territory of technological rooms and shops for processing of raw materials of an animal origin.
The special attention is given to the poultry-farming enterprises for a question of isolation of rooms, warehouses and other objects from penetration of a wild, sinatropny and reflight bird, checks of the enterprises about work of the enterprises in a mode of the closed type are carried out.
Continuous laboratory monitoring on an avian flu is carried out.
In January, 2007 to all regional district state administrations monthly tasks are finished on:
– identifications of agricultural animals;
– to artificial insemination of all animal species;
– to increase at 10 % for a year of a livestock of agricultural animals and animal husbandry production;
– to restoration and opening of the new certificated lethal points;
– to milk sale on processing enterprises of the republic.
Considering that subsidized support from the Government budget of Ukraine will stand out to only those agricultural producers who proidentificirovali and registered agricultural animals the Ministry of agrarony policy of the Autonomous Republic Crimea together with the GP Crimean branch Agency on identification and registration of animals, a lot of work on activization of this process is done.
Nevertheless for January, 2007 the plan on cattle identification on the republic is executed for 42,0 %, and in such areas, as in Soviet – for 1 %, Bakhchsarai, Pervomaisk, Saksky – for 2 %, Black Sea – for 4 %, Kirovsk – for 5 %.
To identification of pigs in January, 2007 started only in Krasnogvardeysky, Simferopol and Leninsk areas, and identification of sheep – in Razdolnensky, Pervomaisk, Krasnogvardeysky, Black Sea and Leninsk areas.
In March of the current year the question of carrying out wintering of cattle in agricultural enterprises of the republic will be heard on AR Crimea Council of ministers.
