Distribution of agricultural knowledge and information, achievements of a science as a whole more and more depends on perception level their potential consumers, their readiness in the competitive environment to turn achievements of the scientist into a commodity product. At such usloviyakhvazhny value gets a question of reduction of time of passing from scientific institution before introduction of innovations in agroindustrial production.
For the solution of this task general meeting of Academy adopted the resolution on creation in each area of the Centers of scientific ensuring agroindustrial production. The joint order of the Ministry of an agrarian policy of Ukraine and UAAN the Centers of scientific ensuring agroindustrial production recognized regional state agricultural experimental stations, institutes of agroindustrial production.
The same order defined scientific institutions, higher educational institutions, other organizations that work at the respective territory and are involved in implementation of the Program of scientific agroindustrial production (APP).
In regions Councils of the regional centers of scientific providing APP are created. In their structures of Council known scientists are involved, rukovodite5li and specialists landowners of agroformations and bodies of APP, on a voluntary basis work experts-advisers. Councils develop the main conceptual directions of development of agroindustrial production of the respective region, strategic and practical measures for strengthening of integration of a science with production, consider and coordinate the program of scientific information support of agroindustrial production.
The scientists working in creative staff of the regional Centers, in common with experts of agroformations prepare programs, innovative or pilot technological projects of development of branches of agricultural industry, agroformations, develop business plans (projects) with determination of technological parameters of production, needs for resources and means, and also programs of preparation and retraining of experts. It gives the chance not only to reveal demand of producers for innovations, that is to study their market for the purpose of expansion of spheres of innovations, but also to adjust long-term cooperation of scientific institutions with agroformations.
Nowadays the Center of scientific ensuring agroindustrial production of the Autonomous Republic Crimea, the main versatile scientific information institute in the region which together with administrative structures of agroindustrial production regionaosushhestvlyaet scientific and information policy in agro-industrial complex, promotes transition of agrarian formations to innovative model of development.
Main directions of work of the Centers of scientific providing:
studying and development of methodological approaches of test of modern agrotechnologies and their finishing to a stage of innovations;
development of innovative (technological) projects of development of agroformations and regions;
providing scientific and consulting and information services to agroformations and rural population in development of methods of profitable managing in the conditions of market economy;
carrying out constantly operating trainings with experts of APP as regards profitable maintaining branches of agrarian sector;
the organization of scientific and technological demonstration ranges in plant growing and modeling farms in animal husbandry;
development of methodological approaches concerning marketing of innovations (technology), to a transfer of innovations and scientific support of innovative (technological) projects.
The world practice of innovative activity testifies that at introduction of innovations it is necessary to avoid dispersion of available financial resources, and to concentrate them on introduction of priority technologies.
Innovative projects are developed for: developments of separate branch of agroformation (plant growing, animal husbandry, etc.); complex development of agricultural enterprise, branch development within the area, area; complex development of agroindustrial production of area, area of agricultural enterprise.
Positive practices in this direction have the Kharkov, Dnepropetrovsk, Kiev, Lugansk, Zaporozhye, Cherkassk, Chernigov Centers of scientific providing APP.
The Kharkov Center of scientific providing APP, thanks to realization of basic provisions of the Comprehensive program of development of agricultural industry of the Kharkov area, it was provided in all categories of farms a gain of production of agricultural industry (in comparison with 2003) for 16,6 %, increase in production of grain honor in 2 times – with 1267 to 2435 thousand t.
Introduction in the agroenterprises of the Kharkov area of an innovative grade of winter wheat Harus who differs high efficiency, winter hardiness stability against the main diseases, on the area of 120 thousand hectares gave the chance to receive in addition profits 293 úÓ¡./hectare at annual economic effect of 35 million UAH.
The regional centers of scientific providing carry out a lot of work on rendering of information and consulting services to agroformations, heads and specialists of governing bodies of APP, 500-520 exhibitions, auctions and fairs, 340-380 days of a field, 400-4200 of round tables, courses and occupations at professional development schools are annually carried out, about 2000 recommendations, booklets are published and about 5000 articles are printed.
Annually regional Centers of scientific providing APP organizovuetsya also carry out more than 1300 conferences, seminars and meetings on problems of formation of the agrarian market and innovative development of APP.
To problems of training it is given particular attention. During the autumn-winter period of 2004-2005 the system of training captured 56697 workers of the agroindustrial sphere. Experts of agrarian formations of all forms of ownership were involved in training – from heads to experts of an average link.
Importance economic aspects of rational use of farmlands, the main directions of improvement of the intraeconomic economic relations in market conditions got, legal support of land reform on the village. The perspective directions of technological policy on the village and feature of use of new complexes of agricultural machinery in the conditions of financial leasing, etc. were considered.
