Recently the problem of providing the country energy carriers became the talk of the town. Search of ways of an exit from an adverse situation in which there was Ukraine, became really the state task. What it is really possible to make already now?
Indicators of power independence
Experts note that the general level of power independence of the country in many respects depends on how the economy of Ukraine as a whole will develop. Today say that necessary rates of economic growth can be provided with an appropriate level of development of productions that will demand a heavy expense of fuel and energy more and more. In turn, it can lead to increase in requirement for import energy carriers. Well it or is bad?
Undoubtedly, that a certain part of the population will be provided with work is good, and also there will be preconditions to gradual development of the fuel and energy complex. But at the same time it puts forward a problem of significant increase in emission of harmful industrial wastes in environment. For compensation of negative impact of these factors it is required to provide growth of power efficiency of a number of industrial productions.
Than it is possible to provide necessary level of power independence of the country?
Today in power balance of the country this level can be lowered at the expense of some predicted reduction of a part of consumed natural gas and the electric power of nuclear power plants. It is necessary to consider increase in a part of volumes of natural gas of own production, development and introduction of nonconventional types of fuel and energy.
But in a developing situation of the serious relation environmental issues will demand. Therefore the solution of the problems connected with emissions of harmful gases in environment, will come out on top.
It is impossible to bypass and problems of social stability in the sphere of providing the country energy carriers. Predicting options of development of power power, it is necessary to consider real growth of the income of the population (according to strategy of social and economic development of the country). In this case indicators should be compared constantly to growth rates of the prices for the electric power released to the population and natural gas. By calculations of experts, realization of actions which are developed already today, can solve in the next decade a problem of energy resources in the country.
The priority directions of development of domestic power for the period till 2010 become:
– support at an optimum level of all existing components of fuel and energy balance of the country. Here it is necessary, according to experts, to consider that dependence on one or two types of energy carriers can pose threat of power safety as a whole;
– carrying out a complex of actions for effective use of available productions, to transportation and consumption of energy carriers that should carry out to decrease in power consumption of an internal product;
– restructuring of coal branch with preservation of capacities, strengthening of coal mining, the solution of social problems of employees of branch, increase of level of technical and ecological safety of productions;
– further development of nuclear power, including expansion of participation of domestic enterprises in production of nuclear fuel, building of volumes of capacities, creation of conditions for extension of terms of operation of nuclear blocks of the nuclear power plant, increase of level of safety of nuclear reactors, use of advanced technologies and the equipment for works with a nuclear waste;
– a diversification of external sources of power supply and preservation of potential of power transit at the expense of ensuring stable work of systems of transportation of energy carriers, and also development of mutually advantageous partnership with other countries.
What in the long term?
First of all, this strengthening of coal mining for the greatest possible ensuring needs of economy and the population own fuel. It is necessary to note that its import will be carried out only at economic feasibility, with a diversification of sources of delivery.
The nuclear power should receive further development. Realization of actions for extension of terms of operation of power units of the nuclear power plant and creation of reliable and safe system of the address with radioactive waste should create such conditions when the domestic nuclear power can provide reliable and safe receiving and country supply by the inexpensive electric power.
In near prospect actions for further building of volumes of energy saving and, respectively, decrease in power consumption of domestic gross domestic product that it could reach level of the advanced countries of Europe are planned.
Work on activization of development and increase of production capacity of nonconventional types of energy (vetroenergetika, bio-energetics, solar power, etc.), to equipment by their advanced technologies and the equipment is supposed.
New time will demand also search of new types of energy. Processing of coal fuel in a liquid or gaseous state with its further use both in the industry, and in a national economy can become that in the near future, for example.
Maintenance at the proper level power power of the state is one of the most important questions which defines possibility of successful development of society. The main direction of this work should become: reduction of power dependence, increase of power efficiency, ensuring maintenance of environmental protection and social stability in society.
Power as strategically important branch of economy, demands state regulation even in the conditions of the developed market relations which exist today. Therefore main goals of state regulation in the energy sector should become: complete and high-quality providing economy and country population fuel and energy, maintenance of power independence of the state, creation of effective and non-polluting productions.
