In the publication it is a question of a new order of carrying out state checkups of wheel vehicles which are maintained on a street road network by bodies of GAI of the Ministry of Internal Affairs, and tractors, tractor trailers, self-propelled agricultural and other cars – inspection of the state technical supervision.

The state technical inspections of wheel vehicles which are maintained on a street road network, GAI of the Ministry of Internal Affairs of Ukraine, and tractors, tractor trailers, self-propelled agricultural and other cars – inspection of the state technical supervision carries out.
However, by article 23 of the Law of Ukraine About motor transport in edition from 23.02.2006 it is provided that check of a technical condition of vehicles is carried out by subjects of managing, representatives as it should be which establishes Cabinet council of Ukraine.
Such norm is caused by accession of Ukraine to the international agreement about acceptance of uniform conditions of carrying out periodic checkups of wheel vehicles and about mutual recognition of such surveys.
Authors of article studied experience of Poland which joined this agreement earlier. Now there technical inspections of all vehicles including tractors, carry out at control stations. Such stations at the initiative of their owners and with assistance of local government bodies are created.
Subjects of managing who decided to make the business on control of a technical fortune of vehicles, put in statements in local government bodies, carefully study the international engineering requirements to vehicles and control methods behind them. After that such stations are subject to certification by competent authorities. On the basis of the certificate municipalities of domicile grant to the subject of managing the license for the right of such activity. This very favorable business therefore wishing to be engaged in such business there is a lot of. Responsibility for appropriate carrying out the state technical inspections is very high. And main, all occurs is transparent.
Let’s tell about experience of two such stations. Stations are completed with the corresponding equipment by means of which it is possible to check rather precisely all necessary parameters of the car which influence a zhiznebezopasnost of the person. Control proceeds 15-20 minutes, all control parameters remain in memory of the computer. After completion of technical inspection if the vehicle corresponds to the established requirements, on it give out (after station and collecting fee for the local budget) the coupon about passing of technical inspection and make the corresponding entry in registration documents. Results of passing of technical inspection transfer to the head server of the country, and they become available to the road traffic police which workers in any point of the country can define to whom the vehicle belongs and to check results of its periodic technical inspections. To buy the document on checkup passing there practically it is not possible.
If at us all vehicles during checkups were exposed to such control, there would be no so many failures and death, related.
It is necessary to note that the state registration of all wheel vehicles is carried out by civil state authority which is structural division of povitovy (regional) self-government institutions. Delimitation of the state registration, carrying out state checkups and control of safety of traffic exclude abuses and corruption.
By the way, this site of work in the countries of European Union is so organized. Besides, a payment of a tax on vehicles don’t supervise during the state registration or technical inspections as the mentioned tax is put in fuel cost. It very objectively and fairly. Who goes, that and pays.
Control of a technical condition of tractors, self-propelled agricultural cars, etc. has the specifics therefore together with the parameters of the car influencing a zhiznebezopasnost of the person, it is necessary to supervise parameters which influence technology of works which this equipment carries out.
Creation in places of a dislocation of these wheel cars of new stations of engineering supervision (on the basis of the old reconstructed rooms, workshops, PTO, etc.) different forms of ownership would promote emergence of the enterprises of the technical service, new workplaces.
Now on carrying out checkups engineers-inspectors of the Gostekhnadzor (at the same time with functions of the state registration and certification of mekhanizatorsky shots) could concentrate better on function of control of agricultural machinery which is on a guarantee of manufacturers.
Advantages of such order are obvious:
at obligatory registration of new cars we will have the detailed accounting of these cars and an electronic database on them;
having possibility of the accounting of cars which stay on a guarantee of manufacturers, inspection can organize effective supervision of them, considering and considering each refusal of equipment during the guarantee period. Thus during the guarantee period concerning failures of cars it is necessary to send acts of claims not only to manufacturer, and and in regional inspections for the analysis and adoption of the relevant decision that together with factory workers to take measures for improvement of quality of cars.
It is necessary to note that inspections of the Gostekhnadzor of the Lvov and Ivano-Frankovsk regional state administrations already today are ready to start such work with assistance of the Ministry of an agrarian policy.
