Threat of distribution of bird flu in the territory of Ukraine about which experts warned in October, from the hypothetical turned on the real. On the second of December it became truly known: the mass death of poultry fixed the day before in villages Pushkin and the Precept Lenin of Dzhankoysky of the area, Rich, Emelyanovka of the Nizhnegorsky area and Nekrasovk of the Soviet area (East Crimea), is caused by bird flu. The researches which have been urgently carried out in the Central state laboratory of veterinary medicine, showed that it is a H5 subtype virus. Scientists note that the person has no immunity to this virus. At the same time, according to the Ministry of emergency situations and sanitary-and-epidemiologic services, to locals, though it is necessary to be exclusively careful, nevertheless it is not necessary to panic. Despite it, people are afraid of undesirable consequences of identification of an illness: under the threat there was their health. Meanwhile the power tries to stabilize a situation. Already at six o’clock in the morning on December 4 near settlements Soviet, internal troops developed Nekrasovk and Emelyanovka field camp. Almost all military in them – officers and contract employees with inoculations against flu. According to the head of department of the Crimean territorial command of Internal troops of the Ministry of Internal Affairs of Ukraine of colonel Igor Kirovski, his subordinates who are in danger zones, day and night (in three changes) patrol the main ways not to allow export to districts of a bird from the infected territories. Check-points on which carefully check each vehicle which leaves a quarantine zone are exposed. In the first days there were some incidents: locals tried to take over two tens duck and chicken carcasses through a check point. All this occurs in the so-called ten-kilometer zone of supervision defined round each of five villages, infected with bird flu. Closer to the infection centers – a three-kilometer quarantine zone of the strengthened mode. Nekrasovk’s village of the Soviet area. On the route which conducts to the village, for some hundred meters from its first street, the barrier (that becomes and on the dug-over field roads) is established. On Sunday (on December 4) in Nekrasovka (and other four villages) fighters of the Ministry of Emergency Situations, militiamen, the staff of veterinary and sanitary-and-epidemiologic services camped. The same day they started to withdraw poultry and to compensate a damage (12 commissions are for this purpose created). Head of the Nekrasovsky Village Soviet Svetlana Goncharenko reported the press that in June of the past year in the village 8,5 thousand heads of a bird were. Certainly, not all people agree to say goodbye to the bird’s economy – for many in this region it remains a uniform subsistence. Nevertheless it is ordered to withdraw and destroy all poultry. And the present order carry out. In suits of chemical protection with bandages or respirators on a face employees of a rescue brigade of the Ministry of Emergency Situations come into each yard and take away all hens, a weft, geese and turkey-cocks. As take away also birds who were lost the day before (people of old age, without having possibility independently to take out carcasses, throughout the long period left them in yards).
What liquidators with the confiscated live bird do? Put in bags and by trucks take out. By the way, some peasants, trying to keep an economy, before their arrival set a bird free, say, let will try to catch chicken or a duck. But the prevailing part of peasants belongs to a problem with understanding and doesn’t interfere with its decision. As compensation to them pay on a place. The representative of the Village Soviet is included in structure of each group of "liquidators". It draws up the statement on a place, counts up quantity of the withdrawn bird money for which it is possible to receive on the same day (all on compensation 17 million hryvnias) are provided. However, the quotations defined by the state, suit not all: for chicken give 15 hryvnias, for a duck – 24 hryvnias, for a goose – 36 hryvnias, for a turkey – 90 hryvnias. Afflicts peasants also that fact that pay nothing for a livestock which was lost the day before. And that decided not to take the state money, made differently: cut out poultry to arrival of "liquidators" and filled with it refrigerators. Suddenly for New Year it will be possible to sell it … It if a ban by then will cancel. The confiscated bird take out for borders of villages and burn in specially prepared ditches. And all yards after clarification from the infected feathery disinfect special means.
In the infected territories quarantine for a period of 40 days is declared. Besides, in all settlements which border on the Lake Sivash, throughout this period monitoring on virus identification will be carried out. In these territories there live 60 thousand people.
According to Nekrasovka’s inhabitants, the case began not on December 1 as it is reported in official data, and much earlier. However disturbing appeals to regional veterinary service didn’t give any results: doctors said that about bird flu can’t be and speeches, and that the reason – banal poisoning or hepatitis. And only when in the first winter night about 2 thousand were gone in five villages feathery, to people told the truth. Inhabitants of villages are revolted that all this time they, with the permission of doctors, consumed the infected bird and fed with it children. It is heavy to comprehend, than the two-month divergence vetsluzhb speaks. In the one who is guilty of it, or it was heavy to organize a barrier to bird flu, or it is result of an office neradeniye – prosecutor’s office and Service of a homeland security which already received the corresponding orders from the President of Ukraine will understand.
According to the minister of questions of emergency situations of Victor Balogi, in a risk zone on the coast of Sivash in the north, the East and the northeast, the West of the Crimea population vaccination will be carried out. However, only against usual flu.
