- Mister Yaroslav how danger of bird flu on farms which develop poultry farming production was designated?
- The agiotage inflated in the Ukrainian society round a subject of bird flu, put country farms on the brink of a precipice. It concerns production as fowl, and eggs. I just came back from Lvovshchina where for the last two-three years "bird’s" business mastered about ten farms. I want to emphasize that it is a question of local businessmen who approached to business very seriously: passed training in Poland, found investors, enclosed large sums, created necessary infrastructure. And here, just they, as speak, rose to the feet, reached level of payback of production, their business started to increase – receive such blow. Owing to fast reduction of demand the price for poultry farming production in the market fell up to limit of payback, and before producers there was an acute problem of its sale. Let’s tell, there is on Zhovtnivshchin an increasing farm Galichina – Agro which took the big credit for poultry farming development. And today his owners can’t sell the broilers. They are compelled to realize production small parties practically for nothing and have on it a huge damage. In these conditions of farmers force to stop development of the business. For example, "Nagiryank’s" economy on Lvovshchin stopped start of two just constructed big hen houses and was compelled to destroy the livestock of turkey-cocks, with such work the grown up.
- Certainly, to elements you will not help…
- And it is a question of what elements?! It is convinced that a certain measure it is the policy which purpose – to create a negative condition in society, to inflate an agiotage round this subject, to bring down the price for production of poultry farming and, eventually, to get rid of competitors and when the alarm of consumers will settle, to monopolize this market.
- So you that, consider present danger of a flu epidemic insignificant for poultry farming?
- I am sure that obvious threat now isn’t present. After all production in our poultry-farming farms is conducted in the closed rooms and under severe veterinary control. You at all don’t imagine, as it is difficult now to the businessman in Ukraine to obtain the license for maintaining this type of business. And I am convinced that when the farmer everything does professionally when appropriate control is provided, the risk for farms is minimum.
- How the management of Homestead Association and private land owners belongs to an import ban to Ukraine poultry farming production?
- Both the association management, and ordinary Ukrainian farmers, of course, negatively treat an import of this production. It is good that the parliament accepted a ban on import, it is good that forbade hunting for wild birds. Nevertheless, all this how doesn’t solve a problem of smuggling of fowl. I was the inhabitant of the Lvov border zone and not on hearings I know about existence there a large number of schemes of such "gray" import. Here, for example, our border from Poland is crossed by a waggon with production of poultry farming which according to documents allegedly goes transit to Russia. But, having passed check on the Ukrainian border, the car to Russia won’t follow, and unloads in a certain place nearby to boundary transition, and fowl from it without obstacles arrives on our market. There are also other similar "technologies". This sick problem it is momentary doesn’t decide, and nobody will solve it, except the state.
- What steps of the state, in your opinion, should provide safety as farmers who work with a livestock of birds, and consumers of production of poultry farming?
- On my belief, the state here should operate in two directions. First, to strengthen control of production of such production by forces of the bodies of veterinary medicine. I don’t see other way of guaranteeing safety of production and production. By the way, our farmers also for control strengthening: it first of all in their interests. Also it is necessary to emphasize that we already felt such strengthening of supervision.
Nevertheless there is also other aspect of safety – safety of production in the market. And here, besides, a lot of things depends on ability of the state to overcome smuggling. We in association are seriously alarmed by what a "gray" import which doesn’t pass any quarantine or veterinary control, represents the greatest danger. Our farmers so painfully perceive it. Recently they were ready to block some boundary highways if only to pay attention of the power to this problem. I understand complexity of a problem of smuggling behind which there are defined financial and criminal circles, however, I will repeat, the state is obliged to stop a "gray" import. Other ways simply doesn’t exist.
- Mister Yaroslav and if, keep, My God, will flash somewhere at us a disease and business will reach the compelled destruction of a bird, from what calculation the state should pay for it compensation to the owner?
- I consider that at the heart of calculation of such compensation if it is necessary to resort to it, should lie present market cost of products of poultry farming. Certainly, without everyones there trading "nakrutok", but it is exact in the sizes of those means which the owner enclosed in production of this bird. These are costs of egg or young growth acquisition, of forages, of livestock deduction, etc. And the owner should document all these expenses. Certainly, nobody is going to earn on trouble. Nevertheless to return invested funds it is necessary, that the farmer didn’t "burn through", that production in which so much work is enclosed finally didn’t fall.
- How, in your opinion, it is possible to calm in society that agiotage round a flu problem about which you spoke?
- At us in the country where everything is bought and on sale, people lost belief and don’t perceive already even the veterinary certificate of production. I consider that experts of the state veterinary medicine should explain systematically to people an essence of the problems connected with flu, in mass media. It is necessary to tell about a situation which developed, about control and prevention actions to which the state resorts.
