On May 11, 2007 in the state enterprise "Alushta" scientific and practical conference on which questions of a condition and development of branch of wine growing in the AR Crimea agro-industrial complex were considered took place.
The vice-chairman of Council of ministers of AR Crimea N. Kolisnichenko, the Minister of an agrarian policy of AR Crimea P. Akimov, the first deputy minister of an agrarian policy of AR Crimea S. Pelagenko, the director general of the association "Massandra" N.Boyko, the director of National institute of grapes and A.Avidzba’s Magarach wine, the deputy minister of an agrarian policy of AR Crimea N. Polyushkin, the director of GP "Alushta" N. Gubanov, heads and specialists of agrarian and industrial complex of the Autonomous Republic Crimea and the city of Sevastopol took part in work of conference.
Conference passed in two stages: practical and theoretical. At the first stage participants were given opportunity to visit the reimparted vineyards of GP "Alushta", and also the vineyards put by the Italian clonal saplings of a grade of "Cabernet" and "Sauvignon" in the spring of 2007. An essence that the association "Massandra" and, in particular, GP "Alushta" entering into its structure, mastered new technology of cultivation of high-quality vineyards. Here went on "painful", from the economic point of view, reception of replacement of vineyards and where earlier were grown up sortosmesi appeared new, high-quality. Began to put import elite grades that allows to improve quality of wines considerably.
Participants of conference also could familiarize personally with work of a grinder of a grapevine and principles of a drop irrigation on vineyards.
Plenary part opened and the vice-chairman of Council of ministers of AR Crimea N. Kolisnichenko who, noted an urgency of carrying out conference addressed with an opening speech to participants of conference, paid attention present on a number of questions, the enterprises of branch of wine growing concerning subsidized support.
The first deputy minister of agarny policy of AR Crimea S. Pelagenko reported on a condition of development of wine growing in AR Crimea. To the main problems interfering successful development of wine growing, it carried the social and economic: a rise in prices for energy resources, means of protection of plants, agricultural machinery, outflow of qualified personnel, absence of stimulating system of compensation, low level of an agrotechnology, and also, in a certain measure, a climatic factor. Creation of regional public organization – Associations of wine-growers and wine makers which will help them to defend the interests can become a possible solution of problems of development of branch, in his opinion. The speaker assigns great expectations to this Association and because of ample opportunities of such structure, in particular, in the sphere of carrying out market researches and the purposeful advertizing which is extremely necessary for production of wine growing of the Crimea. The director general of the association "Massandra" N.Boyko who has made the supporting report, noted that a half vinomateriala associations is branded and makes 70-75 % from everything vinomateriala Ukraine, in the general structure of realization production for export makes 65 %. Nikolay Konstantinovich emphasized importance of landing of the Italian grades of the grapes being more profitable as their term of life exceeds 70 years. Further it in detail stopped on problems of branch and ways of their decision. In particular he noted that special secrets how to grow up grapes and to do qualitative wine for us isn’t present. The settled practice and long-term traditions of the Crimean wine growing and winemaking allow association to occupy the advanced boundaries in Ukraine and beyond its limits. As for other agricultural craft to go in, owing to natural and geographical conditions, here to them it is not given.
Most of all the management of association public policy issues in relation to branch excite. It is difficult to maintain Massandra’s reputation – to continue to develop high-quality vintage wines and to compete to a cheap counterfeit, to be the state subject of managing and to compete to the nezaangazhirovanny business owner, to understand that the healthy nation what consumes wine, instead of and to continue to observe vodka, continuous advertizing of the last to buy expensive saplings grown up abroad …
The director of the state enterprise "Alushta" N. Gubanov shared with participants of conference about results of work of staff of the enterprise which profit in 2006 made about 3 million UAH., in 6 years 220 hectares of young vineyards, however rates of rejuvenation still the low were landed. Profitability growth, in his opinion, considerably was promoted wine sale at retail, by realization of fresh grapes, and also start in work of the Italian line of flood. N. Gubanov carried a lack of current assets and qualified personnel to existing problems which constrain enterprise development.
The director of ZASO "Chernomorets" L.Sheketa in the performance sharply brought an attention to the question of need of development and establishment of uniform rules of the game both for managing subjects, and for state authorities. The state should define rules of the game – L.Sheketa speaks. This position had in many respects something in common with N.Boyko’s conclusions about need of distinct public policy. Leonti Ivanovichem also mentioned questions of negative attitude to counterfeits that in practice considerably complicates production of the real high-quality high-quality wines.
The deputy minister Minagropolitika N. Polyushkin in the performance spoke about the actions which are carried out by the Ministry of an agrarian policy on optimization of development of branch of wine growing and need of creation of Association of wine-growers and wine makers.
Before participants of conference the deputy director of National institute of grapes and Magarach wine, the doctor of agricultural sciences V. Ivanchenko acted also. It, made the report on a trip to Moldova on studying of experience of the cooperation management moldovo-American enterprise "Sauron" in the city of Kishinev which he made as a part of group of the Crimean experts. He noted that in a grape and wine-making complex of Moldova now there is a mass relaying of the grape plantings, which main objective cultivation of highly productive clones, free from viruses and a bacterial cancer. It, first of all, to Aligota, Shardan, Sauvignon, Muscat Ottonel, Riesling Rhine. Exactly thanks to cooperation with the American company 30 new grades of grapes were delivered and "Sauran" reached a two-million level of production of vegetiruyushchy grape saplings. This experience is very valuable and to our wine-growers, marked out V. Ivanchenko.
The head of the Center of scientific ensuring agroindustrial production of AR Crimea of Century Pashtetsky told to participants of conference about cooperation of the Crimean scientific institutions with production workers of branch of the wine growing, bringing positive results.
According to the deputy head of the Kirov district state administration P. Zakharova cooperation with foreign and domestic investors well affects affairs of wine-growers. As confirmation of such practice successful development of wine growing in Kirovsk the area which thanks to investment support could execute the plan task for 130 % can serve.
Questions of efficiency of a lease contract lifted in the performance the main agriculturist of the state enterprise "Taurida" of T.Polyakov having noted that productivity at such type of cultivation of vineyards makes from 70 to 80 %.
Positive influence on success of all work of conference rendered participation of heads of the wine-making enterprises of Sevastopol in it: V. Kuzmenko, A.Kostogryza, A.Zinchenko.
Results of scientific and practical conference were brought by the vice-chairman of Council of ministers of AR Crimea N. Kolisnichenko. He also addressed to scientists with a request to increase a scientific contribution to increase of overall performance of the enterprises of branch of wine growing. Concerning prospects of its development, noted that the Government of the Crimea intends to make the offer on increase in the budget of the Crimea of the item of expenditure on gardening and wine growing development.
