In the publication of specialists of Krasnoperekopsky regional management of a water management the analysis of carried-out work by management on control of rational use of waters, their protection and observance of the established rules of the address with water resources is given.
The special attention is given to questions of restriction of economic activity on lands of water fund, coastal protective strips along the rivers, round reservoirs, along an edge of the seas, sea gulfs and estuaries.

Water is life, a basis of all live on Earth.
Already today stocks of fresh water are catastrophically exhausted. According to experts of the United Nations, approximately the one sixth part of the population of the earth has no access to pure drinking water, and one third – to water for household needs. Each eight seconds from the diseases connected with water, the child perishes, and 2,4 billion people have no adequate sanitary conditions, and on forecasts of the World meteorological Organization till 2020 with a lack of drinking water all population of a planet will face.
Drinking water becomes one of the main problems of HH1 of century. The human health, ecologically safe food, the solution of problems of medical and social character depends on quality of drinking water. In H1H century known scientist Louis Pasteur told that we drink 80 percent of all the diseases.
Global drowning complicates a situation. In Siberia, Canada waters it is superfluous much, and North Africa, the Southern, Western and Central Asia choke without water.
To draw attention to a problem of preservation and improvement of quality and amount of fresh water for future generations, since 1992, annually on March 22 at the initiative of the Organization United the Nations the World Day of water resources (Day of water) is celebrated. And since March 22, 2005 the International decade of actions "Water for life", proclaimed by General Assembly of the United Nations for the purpose of development of international cooperation in the solution of the actual problems connected with water is counted.
In 2008 the World Day of water resources is devoted to the subject "Sanitary".
In Ukraine for the purpose of fixing of special rules of the address with water resources, rational use of water and ecologically directed its protection the Water code of Ukraine (VKU) which action extends on all types of the water objects existing in Ukraine is adopted: surface, underground and internal sea water.
In particular, according to VKU Art. 88, for the purpose of protection of superficial water objects from pollution and preservation of their filling within water conservation zones, the land lots under coastal protective strips (PZP) are allocated. Articles 89 and 90 VKU establish considerable restrictions of economic activity in coastal protective strips along the rivers, round reservoirs, and also along an edge of the seas, sea gulfs and estuaries.
Control of rational use of waters, their protection and observance of the established rules of the address with water resources carries out the State committee of a water management of Ukraine (Goskomvodkhoz). In areas this mission is carried out by Managements of a water management, in particular – the Krasnoperekopsky regional management of a water management (UVH) supervising a condition of water resources in the Krasnoperekopsky region of AR Crimea.
Only in 2007 experts of this UVH surveyed coastal protective strips (PZP) in extent of 210 km on the area of 132,7 hectares. Such inspection is conducted constantly, considering that water resources – it is one of the most vulnerable components of the environment, quickly changing under the influence of economic activity of the person. Demands of the Art. of Art. 89, 90 Water codes of Ukraine are made to village councils, the enterprises and citizens and Art. 59 KUoAP.
Specialists of control service of Krasnoperekopsky UVH carry out supervision not only of a condition of water objects, but also, in response to the Order of Cabinet council of Ukraine from 16.03.2006 of No. 222/9/11-06 about elimination of violations of the law of Ukraine About a waste, letters of the AR Crimea Republican committee on water economic construction and irrigated agriculture No. 368/06-42 from 24.03.2006, carry out checks in the sphere of the address with a waste. The special attention is given to restriction questions on economic activity on lands of water fund, protection of lands from pollution by industrial wastes, prevention of arrangement of dumps without their certification.
Our purpose, specialists of management speak, to provide performance by citizens and subjects of managing of Water, Ground codes of Ukraine, the law of Ukraine About a waste for the purpose of maintenance of a condition of lands and waters of the Krasnoperekopsky area in ecologically safe condition. Considering features of industrial and agrarian development of the territory of the area, it is the extremely complex challenge, but … the road will master going.
