The comment to the resolution KMU from 06.08.08g is given. No. 702 Changes which are brought in use order in 2008 of the means provided in the government budget for implementation of financial support of the enterprises of agro-industrial complex through the mechanism of reduction of the cost of the credits.
Changes are once again made to the Order of receiving by the agrarian and industrial complexes enterprises of a budget refund of a proyotsentny rate for the involved credits (further – the Order). What specifically changed?
First, the right to compensation of an interest rate on the short-term and long-term credits predostavyoleno to distilleries.
Secondly, to obtain compensation in the increased size the agrarian and industrial complexes enterprises which have suffered losses from elemental disaster which occurred in June-July of the current year in the western areas of Ukraine can.
Compensation will be paid to such enterprises in the size provided credit dogovorami, but not above double discount rate of NBU. That is at most, on which they can apply, makes 24 % per annum – (at the moment of number signing in the press NBU rate – 12 % per annum).
Increased compensation is provided to the specified enterprises provided that they:
• have the corresponding conclusion of the Ministry of Emergency Situations or Commercial and industrial chamber;
• acquired the right to partial compensation of losses according to KMU orders from 28.07.08 of No. 1010 (concerns the enterprises of the Volynsk, Rovno, Hmelnitsky and Lvov areas) and from 02.08.08 of No. 1045 (concerns the enterprises of Vinnytsia, Zakarpatye, Ivano-Frankovsk, Lvov, Ternopol and Chernoyovitsky areas).
Compensation in the increased size will be paid till October 1, 2009.
Let’s note that this increase extends on all types of loan. Unique nuance: to obtain poyovyshenny compensation it is possible only on those long-term credits which were involved in the current year. As to short and the medium-term credits, on them compensation is paid, only if they are involved both in current, and in 2005 – 2007, that is on the passing credits.
Thirdly, the right to increased compensation is provided also to the agrarian and industrial complexes enterprises which have issued the credits in the current year for purchase of food and fodder grain at the prices, developed in the exchange market for date of its purchase, but not below the minimum purchase prices. And such grain should be direct priobyoreteno at his producers.
To these enterprises will compensate also percent on the credits in the sizes provided by kreyoditny contracts, but not above:
• double discount rate of NBU (24 %) – for the short-term credits;
• one-and-a-half discount rate of NBU (18 %) – for the long-term credits.
