Three questions are shined. The first – the target program Development of the Ukrainian village for 2008-2015. The second about sugar realization in domestic market. The third – about the declaration of grain crops, including a foodgrain.

The cabinet council accepted the state target program Development of the Ukrainian village for 2008-2015.
The program entirely covers problems which are for today in life of rural population, activity of local governing bodies, in agrarian sector and is direct in production sector.
It provides two important blocks: development of the social sphere on the village and development of rural territories, and also development of agroindustrial production and the agrarian market.
On implementation of the program till 2015 it will be directed about 120 billion UAH., from which 115 billion UAH. it is necessary to allocate from the state budget.
By results of its realization the government predicts that till 2015 volume of production of agricultural products will grow in 1,6 times. At least export volumes – generally at the expense of processing of agricultural production twice will increase.
It is possible to expect also that as a result of implementation of the program the agricultural industry will be not only the consumer of budget funds, and and will fill more and more state treasury.
MINAGROPOLITIKI
The ministry of an agrarian policy enters monthly and quarterly realization of sugar by plants in domestic market. In this regard department charged to the enterprises which have a quota "And" (sugar supply for domestic market) to provide till October 10 the corresponding plans schedules.
The document assumes that plans schedules will affirm Minagropolitika’s specially created competitive commission.
The ministry also entered special marking of the sugar intended for sale in domestic market.
Besides, head departments of agrarian and industrial complex of the regional state administrations and sugar plants should provide Minagropolitiki daily information on receipt of a sugar beet for processing, the report on production of sugar, and also every decade – data on its realization and the remains.
Reference. In the Ukrainian market of sugar its surplus through increase in production last year in the current year was formed. Minagropolitiki estimates surplus of sugar in domestic market a condition for the beginning of September more than at 1 million tons.
Ukraine in 2006/2007 MR developed nearly 2,6 million tons of sugar at internal requirement about 2 million t a year. According to Minagropolitika’s forecasts, production of sugar will make 1,79 million t of a beet of a crop of 2007.
The ministry of an agrarian policy estimates the general offer of grain in Ukraine the current marketing year (July 2007 – June 2008) taking into account transitional stocks of the previous MR as equal 34 million t.
According to the ministry, such volume of grain it is enough for satisfaction as food need of the country, and for export.
By Minagropolitika’s estimates, on the food purposes it is necessary 7,1 million t of grain, for animal husbandry – 13,6 million t, about 4,5 million t – for other needs.
PRODUCTION
Subjects of storage of grain declared existence of 14,096 million tons of grain, including 6,399 million t of the food.
From total of the declared grain on soft wheat 8,738 million tons (including the III class – 1,868 million t), are the share of firm wheat – 68,3 thousand t.
Declarations on existence of 3,159 million tons of barley (including brewing – 493,8 thousand t) and 321,2 thousand t of a rye (including groups "A" – 207,8 thousand t, groups "B" – 113,4 thousand t) are also presented.
Leguminous cultures 154.2 thousand t, including peas – 146,1 thousand t are declared.
Besides, 954,2 thousand tons maslosemyan olive cultures, including 406,6 thousand t – sunflower, 42,2 thousand t – a soya and 502,7 thousand t – a rape are declared.
Declarations on availability of grain submitted 19920 subjects of storage. It on 24 customs applicants more than in August.
According to Minagropolitika, the domestic agroenterprises by September 20 sew winter on the area of nearly 2 million hectares – it makes 28 % from the plan. Thus winter wheat of an economy sowed 1,7 million hectares – 29 % of the plan.
Rates of the sowing company in the current year are lower, than last year because of adverse for sowing of weather conditions. Winter on 700 thousand hectares it is less than crops, than for similar date last year. It is connected with a drought in the southern areas.
At the same time, as Minagropolitika’s experts consider, thanks to rains which passed recently on all territory of Ukraine to finish sowing it will be possible in optimum term.
According to the Ukrainian hydrometeorological center, today the level of reserves of productive moisture in soil is estimated as good.
Reference. In the current year in Ukraine it is planned to sow winter on the area about 7 million hectares.
Domestic producers of production of an oil and fat complex intend to create stabilization fund at a rate of 100-150 thousand tons of sunflower oil.
The stabilization fund will allow to provide the resistant prices for oil in domestic market, having reduced situation influence in the world markets.
At the same time it is supposed that in Ukraine the price for sunflower in October can be 50-100 UAH/t.
Expected increase is connected with tendencies in the world market. In particular because in the current year owing to adverse weather conditions predicts decrease in a universal crop of olive cultures with 399 to 393 million t.
Since the beginning of year the price of sunflower oil in the world markets grew more, than by 50 %, whereas in domestic market of Ukraine – for 23 %.
