Creation of the North Crimean channel and irrigation development in the Crimea is inseparably linked with a name of the Winner of the State award USSR Deserved the reclamation expert of Ukraine Alexander FYODOROVICH SHAVINA. Alexander Fyodorovich headed nearly a quarter of the century (1969 – 1989) Krymvodkhoz. It were years of blossoming of hydroland improvement in the Crimea.
About the way to land improvement Alexander Fyodorovich left memoirs: In 1945g. seventeen-year rural payorenky of the quiet remote village Rozhdestvenno Kaluzhsyoka of area by freight train I arrived for the first time to Moscow to enter the institute. The big capital city literally stunned with the stormy post-war life me – shy and timid, in a rural way the dressed fellow. In the beginning I would like to return to the lovely and native village immediately. However big and the desire in that is sincere began to enter the institute won this feeling. So, I arrived to Timiryazevsky academy with firm intention to study in it. But destiny disposed differently. Acquaintance to the dean of the Moscow hydromeliorative institute of V. R. Williams Tretjakov A.A. changed my decision. I passed examinations in this institute. After transfer in students of my pleasure there was no limit.
Still! For all century history of my village I became the unique inhabitant who arrived in a higher educational institution. When I returned to the village (occupations at that time began with October 10), at my house fellows villager who with rural kindness peculiar to them and admiration met me as the hero gathered. It were unforgettable minutes! The first years of study were very difficult. A rationing system on products, the daily problem of search of food, a poor situation in a hostel, interruption in the electric power complicated student’s life. But much in us was optimism, huge and irrepressible energy, aspiration to science knowledge. Yes, it were difficult, but the happiest years. I am happy and proud of that I am the pupil of such scientists on hydraulic engineering and land improvement what were A.N.Frame, E.A.Zamarin, I.A.Sphere, M. V. Potapov, I.I.Agroskin, Nominative Prokofiev. It not only outstanding scientists, but also intelligent and surprisingly kind and modest people who gave us not only knowledge, but also taught wisdom of life.
After thesis defense in 1950 I was sent to Astrakhan where worked as the construction superintendent, and then the chief of a construction site on construction of reservoirs and hydroelectric power station in a steppe zone of the Astrakhan region. In 1953 me unexpectedly called in a military registration and enlistment office and sent to the Crimea for passing of military service. Here, generally I was engaged in construction of military airfields. After leaving in a stock, according to the recommendation of the Saksky district committee of Komsomol, I went to work in agricultural technical school the teacher. But soon the hydromeliorative office of technical school was abolished and I had to pass in Crimean oblvodxoz where I worked at first as the senior engineer, the chief of Salgirsky irrigating system, and then the deputy chief and Krymvodkhoz’s chief.
In 1963 in the Crimea construction of the largest hydraulic engineering complex of constructions – the North Crimean channel with irrigating systems began. This surprising building became sense of all my life and formation as head of many thousands staff of the water economic organizations providing development and development of irrigated agriculture in the Crimea.
For A.F.Shavina’s operating time as the deputy chief (1965) and the chief (1969-1989) Krymvodkhoza in the Crimea the first and second turns of the North Crimean channel were constructed and put in operation, the engineering design is made and construction of irrigating systems of the third turn of SKK is begun.
Since 1988 A.F.Shavin was the pensioner of republican value, but till last day continued to work in hydroland improvement, was the associate editor of the magazine Land improvement and a water management. It prepared and published books Irrigated agriculture of the Crimea (1989) and Irrigated agriculture and a water management of the Crimean autonomous republic in three parts (1992).
For a personal contribution to development of irrigated agriculture to Shavina A.F. in 1971 the honorary title The deserved reclamation expert of Ukraine was appropriated, and in 1978 it was awarded the State award USSR for participation in construction of the North Crimean channel and the organization of highly effective development of irrigated lands in its zone.
A.F.Shavin is awarded the order the October revolution, two awards of the Labour Red Banner, and also three medals VDNH for merits in the field of hydroland improvement. Alexander Fyodorovich Shavin managed to create powerful personnel potential which and ensures functioning today of a water economic complex of the Crimea.
