The last three years very often it is necessary to hear about the problems connected with infectious diseases of animals. In this regard the Crimea was considered as the safe region, however the outbreaks of bird flu show, what not all so and is good. The state spends considerable financial resources to prevent the negative phenomena arising because of different infections of animals and birds. In many countries of the world, including and our direct neighbors, infectious diseases of animals, such as foot-and-mouth disease, anthrax, the African plague of pigs, high-pathogenic flu of a bird which cause a huge damage to economy of the countries and unsafe for health and human life recently are registered. The geographical arrangement of the Crimean peninsula and existence of a significant amount of reservoirs and the coast of the Black Sea promote that 81 bird species among which there are also patients, are late on them during migration. Emergence of outbreaks of infectious diseases, i.e. epizootiya, leads to introduction of state of emergency in the region and to emergency implementation of a complex of the protivoepizootichesky actions directed on prevention of the subsequent distribution of an infection in the territory of Ukraine and prevention of penetration of its activator to a human population.
For prevention of drift of causative agents of dangerous infectious diseases of animals the territory of Ukraine from territories of other states and providing a stable epizootichesky situation is affected by a state program according to which of the state budget money are allocated for carrying out protivoepizootichesky actions.
In spite of the fact that in an autonomy the problem of distribution of infections of animals and birds (especially often it is necessary to hear about the outbreaks of bird flu) recently is actual, the financial and material security of public service vetmediciny left much to be desired by an autonomy. So, for 2005-2007, for prevention and fight against an epizootiya in AR Crimea 47,4 % from the planned volume were put vetpreparatov only, and financing of expenses on carrying out protivoepizootichesky actions decreased in 5 times.
The basic from the directions of protivoepizootichesky actions is the prevention and elimination of infectious and parasitic diseases of animals. For this purpose for budgetary funds reactants, vaccines, antibiotics, medicines, disinfectant and other means necessary for fight against an epizootiya should be got diagnostikumy. One of the most important problems of Management of veterinary medicine of AR Crimea – providing the service with necessary quantity qualitative vetpreparatov. But, unfortunately, in practice this task appeared from the "higher mathematics" category. So, at formation of demands for delivery of preparations to the forthcoming calendar year for some reason often forget to consider the remains of preparations available on the end of the year. For example, at annual requirement of a diagnostic preparation Tuberkulin for hens in number of 33 thousand doses, his rest as of 01.01.2005 made 51,2 thousand doses that for 55 % more than annual requirement. Exceeded annual requirement the remains of such preparations, as: malein – for 60 % tuberkulin for mammals – for 61 % in 2005 and for 37 % – in 2007. And remains of such preparations, as: a vaccine against anthrax – as of 01.01.2007 exceeded annual requirement in 2 times; the remains farmazila as of 01.01.2005 exceeded annual requirement in 4 times. And after all the remains of preparations have the terms of use on which expiration they already can’t be applied.
In practice there is one more not less paradoxical situation when delivery of preparations needs in which aren’t present is carried out. For example, annually without demands vaccines against an illness of Newcastle on SPF-yaytsakh, a vaccine of Newcastle inaktivirovanny, vetpreparaty for beekeeping arrived. Thus lack of necessary quantity of separate preparations and diagnostikumov, such as: Gripp test systems for birds; leykozny anti-gene; medikarin, it was necessary to buy independently establishments vetmediciny for budget finances. Than Odnakotsena at independent purchases is higher (more than in 2 times!), than at centralized postavkaxvetpreparatov. All this testifies to irrational use of budgetary funds.
That fact also testifies to uneconomical use of budgetary funds also that preparations and vaccines were delivered in big capacities (200-500 doses). But in practice it was not always possible to use all quantity of doses of one capacity (since there was no corresponding quantity of animals in one point) and unused doses of vaccines, simply, were destroyed.
Besides, by the current legislation, agricultural enterprises should carry out planned disinfection of rooms at the expense of own means. Thus the Management of veterinary medicine for some reason showed a bit of generosity and distributed dezsredstvo to agricultural enterprises free of charge.
Is also such problems which should be solved on a national level. For example, absence of standards of number of veterinary experts. The arrangement of points of veterinary medicine on regions of an autonomy isn’t optimum that results in need of attraction to carrying out vaccination of private experts vetmediciny.
In turn, a problem of providing with necessary quantity vetpreparatov various names and shortage of the trained staff of the corresponding qualification threaten carrying out a full complex of protivoepizootichesky actions.
By results of auditor research offers of standard and organizational character on which realization time and desire of responsible persons of the relevant ministries and departments – on whom depend a stable epizootichesky situation in the state and health of citizens is necessary are prepared.
