Article is devoted to questions of effective use of water resources in the Krasnoperekopsky area. In it it is told to receive stable grain yields and forage crops, it is necessary to restore crop rotations, having watered with dozhdevalny equipment it should be conducted round the clock. Behind rational use, protection and reproduction of water resources in Krasnoperekopsky UVH the control service which works in close contact to water users of the area is created.

We prepare for the 44th irrigation season
Main objective of a production activity of our management – rational use and reproduction of water resources in the territory of the Krasnoperekopsky area and uninterrupted water supply to consumers: for drinking needs, and also on an irrigation of lands of the next areas – May Day, Razdolnensky, Saksky.
We carry out capital and maintenance of meliorative systems, in technically working order we contain meliorative systems, hydraulic engineering constructions, we keep account meliorative funds, we carry out certification of meliorative systems, we protect them from high waters.
On our initiative questions of preservation and reproduction of water resources are discussed at sessions regional and village councils. We adjusted control of use of a surface water in the presence of permission to special water use. We conduct and the water inventory.
The situation which has developed now in irrigated agriculture of the Krasnoperekopsky area, forces us to bend efforts to keeping its meliorative systems. That was constructed in 1960-1970, it is necessary to reconstruct that will provide accident-free water supply to water users.
For us preparation for a new irrigation season – one of the major periods in our work. How we will prepare system, watering of 2007 will depend. Repair construction works on preparation of an intereconomic network are carried out now at the expense of the means received from agricultural producers for rendered services in water supply during the previous season. Krasnoperekopsky UVH already started system preparation, took over the control of works on intraeconomic systems.
After arrival to the Krasnoperekopsky region of dneprovsky water meliorative systems on the area of 37 thousand hectares were constructed. However in recent years the irrigation areas here considerably decreased. According to protocols of intentions, watering in 2006 was planned for squares of 17,3 thousand hectares., and actually watered 16,1 thousand hectares because of insolvency and bankruptcy of farms. Contracts on services in water supply with a part of farms didn’t consist.
This year it is planned to water 17264 hectares. JSC SPKK "Ear" and SAC "Titan" for a number of years are excluded from the watering plan – 2764 hectares, by ChAF "Magazinka" – 3400 hectares, SPK "Sivash" – 3172 hectares, SOOO "Northern" – 886 hectares, JSC Dnepr – agro – 1704 hectares, FKH "Agris" – 1593 hectares.
Sad fact. The unique meliorative system during our difficult period appeared not demanded.
To receive stable grain yields and forage crops, it is necessary to restore crop rotations, having watered with dozhdevalny equipment it should be conducted round the clock. For this purpose at pump stations we established multipurpose counters of the electric power. Efficiency of their application, at the correct organization of a machine irrigation within days, high. Feature of the multitariff account consists that the consumed electric power on zones of time of day is summarized. The economy from it in 2006 made 39,7 thousand UAH.
Our area – the risoseyaniye region. However the lands which have been taken away under this culture at construction of rice systems, generally waste, at the water area of the coast of the Karkinitsky gulf. Therefore the pressing problem which decision can affect radically economic results of economic activity of agricultural enterprises, especially our prisivashsky zone, we consider restoration and maintenance of fertility of the salted lands. Rice – is hi-tech culture and that it was ecologically favorable to grow up it, it is necessary to spend not less than 2-3 thousand UAH. on 1 hectare. Only thus the crop will be within 60-70 c/hectares of grain, as well as received more than 20 years ago.
It is necessary to know that the lack of phosphorus influences rice at young age therefore it is necessary to consider that the additive of this element of a food increases resilience of rice to adverse conditions. At prosperity of phosphorus at the moment of germination efficiency increase is provided, kushcheniye and flowering process, and behind them and maturing is accelerated. It is necessary to protect this culture from weeds, wreckers and diseases.
Implementation of these requirements provided high productivity of rice in farms: SOOO Perekop’s Storm – 67,5 c/hectares (the Head – A.A.Aleksandrov, hl. the hydrotechnician – Of this year. Goats); ChSP "Field" – 50,8 c/hectares (the Head – P.G.Shestakovsky, hl. the hydrotechnician – Yu.A.Maslov). Average productivity of rice on the area made 55,5 c/hectares. Costs of water of 1 hectare of its crops in these farms made: in SOOO Perekop’s Storm – 30,8 thousand m3; ChSP "Field" – 29,1 thousand m3.
Last year design productivity of rice in the area was received for 98,6 % of a cultivated area, and on irrigated lands of all agricultural cultures – for 95,9 % of the area, including grain for 96,8 %. In SOOO Perekop’s Storm, JSC Dnepr-agro, SPK "Nady", design productivity of grain crops is received by JSC Agro-Lyuks on all cultivated area.
The state compensated for a number of years cost of the consumed electric power used on watering of agricultural cultures, including fig.
If in 1984 the water intake in system made 629,4 million m3 at the square of watering of 36,0 thousand hectares, including at rice crops – 8647 hectares, in 2006 it made 379,2 million m3, and the area of watering was 16,1 thousand hectares.
The special concern causes a condition of an intereconomic and intraeconomic network in us. More than 10 years their operation was financed from the state budget of Ukraine insufficiently, and after all funds for reconstruction of rice systems, facing of channels, providing increase in efficiency of systems are so necessary.
Our management not only accepts and transfers water to other systems to needs of an irrigation, but also on the drinking are necessary to the cities of the Crimea, in the Intermountain reservoir. Via the Razdolnensky rice channel she moves on an irrigation to Razdolnensky, Black Sea, May Day and Saksky areas. Preventive works on network repair are annually conducted. In 2004-2005 the hydraulic engineering construction "Aqueduct" that there is on the RRK channel over the small river Chatyrlyk (a construction of 1966) was repaired. For ensuring capacity in 153 m3/seconds four more ferro-concrete trays of rectangular section in length of 72 m were mounted. Capital repair of "Aqueduct" was necessary for elimination of a filtration and elimination of other factors influencing safety of use of this object. For performance of capital repair from the state budget of Ukraine 184,6 thousand UAH were allocated. Capital repair is executed. Now prime reconstruction on the area of 4,0 thousand hectares is required.
It is necessary to restore and dozhdevalny equipment. If according to the project for watering of 37026 hectares 252 dozhdevalny cars were provided, by last season of an irrigation available them it appeared only 79, and in work was only 39.
For creation around a normal meliorative situation the drainage on the area of 22354 hectares was constructed. From the area of 4568 hectares the drainage drain, according to the project, should be taken away by 19 drainage pump stations, and from the area of 17786 hectares – samoteky.
Working in close contact to the rural heads, Krasnoperekopsky regional council, the district state administration, Krasnoperekopsky UVH achieved that the measures were taken, allowed to perform work on prirodooxrane as a whole in the area for the sum of 194,03 thousand UAH., in the cities of Krasnoperekopsks and Armyansk – for the sum of 569,8 thousand UAH., including from the budget of ARK 200 thousand UAH are allocated., from the budget of the cities – 356,2 thousand UAH.
As well as in other managements, in 2001 we created control service behind rational use, protection and reproduction of water resources. She gives special attention to water economic activity questions: to economy and rational use of water, protection of water resources from pollution, economic activity on lands of water fund, check of compliance of the reporting 2-TP (Vodkhoz) to the actual fence of water, prevention of emergency pollution of water objects vekstremalny situations.
We work in close contact to water users of the area, to village councils, the utility services having on balance of a well, to inhabitants of villages of the area. We conduct continuous control of a condition of water objects of local value: rivers, lakes.
On the territory of the Krasnoperekopsky area the rivers proceed: Chatyrlyk, Vorontsovka, their inflows, beams – Istochnensky, Ishunsky, Pyatiozyornensky, Svatovsky, Pochyotnensky, Traktovsky and others. Due to the meliorative construction the part of small rivers lost even the names and turned into group of companies (the main collectors) and SK (waste collectors).
Lakes belong to water objects of local value also: Red, Round, Old, Aygulsky, Kiyatsky, Yangul, Kirleutsky, Seagull.
The water code of Ukraine demands to provide carrying out in nature of coastal protective strips on water objects of local value for the purpose of ensuring safety and an ecological condition of water objects of local value. At sessions of village councils these questions are discussed, carrying out projects in nature of coastal protective strips are developed.
Executive committees of local councils are obliged to inform the population, to lead up to all interested persons, the organizations the data concerning borders of water conservation zones and coastal protective strips, to watch observance of a water security mode which affects their territories.
Time to the citizens living in the territory of the area, village councils came, to tenants of water objects to see to it about safety of ecological health of water objects of our area, to create coastal protective strips, having provided carrying out them in nature.
Village councils should organize community work days for providing a zaleseniye, a zaluzheniye of coast of the rivers, their cleaning of silt, a cane according to the Programs of nature protection actions developed and approved at sessions of village councils.
Supporting health of the rivers, the lakes, all objects of local value, we will provide the future to our descendants.
Last year there was a resolution of the Verkhovna Rada of AR of the Crimea No. 175-5/06 About an order of providing superficial water objects of local value under lease. For this period we already concluded 22 lease contracts. To all tenants the conclusion with requirements of observance of the water legislation stands out.
Having established strict control in the sphere of protection of water resources, we can provide ecological safety of our population.
