Article is devoted to problems of use of the water arriving on North Crimean channel in Razdolnensky and Black Sea areas. In it it is told about a serious situation with use of irrigated lands not to destination which developed in ChSP "Chernyshevsky" of the Razdolnensky area. Also Razdolnensky management of a water management planned incomplete compensation of cost of the spent electric power on an irrigation to legal entities disturbs.

Waiting for WATER
April entered in Actively the soil on fields dries up and plants will need compensation of deficiency of moisture already soon. To fill up its stocks waters of great Dnepr will help, having once again arrived to us on the man-made rivers. That should be expected in a northwest part of the peninsula with water arrival on North Crimean channel?
Considering a condition of cultivated areas, an irrigating network, dozhdevalny equipment and the declared intentions of water users, 13539 hectares are included in the plan of waterings for 2007 in the Razdolnensky region of N of 485 hectares in the Black Sea area that respectively makes 103 % and 168 % to actually watered area in 2006. Agricultural enterprises and citizens plan to water 4,1 thousand hectares of winter wheat and barley, 2,3 thousand hectares of summer barley, 4,5 thousand hectares of forage and commercial crops, 0,9 thousand hectares of vegetables.
Didn’t clear up while a situation with crops plans rnsa in the Razdolnensky area. If in 2006 from all crops of rice on the area of 2996 hectares. 1314 hectares (44 %) were the share of a share of ChSP "Chernyshevsky", this year the management of this enterprise originally planned to grow up rice on 629 hectares, and now at all declares that isn’t going to sow rice in general. And it besides that is in using of ChSP "Chernyshevsky" of 2286 hectares of irrigated lands on rice crop rotations. Intentions to grow up on these crop rotations only a lucerne and barley with wheat because of specifics of a design of rice irrigating systems, their proximity to the coast of the Karkinitsky gulf of the Black Sea will lead to a zasoleniye and degradation of a part of lands within several years. The number of the area under rice crops in a crop rotation should occupy 40-60 % from total area of fields. The recommended saturation of rice crop rotations by the main culture – rice, allows to stabilize the general water consumption at an optimum level, provides increase of fertility of soils at the expense of use of the best predecessors and application of organic and sideratny fertilizers, support of an appropriate fytosanitory and meliorative condition of systems. Well and what rational image are going in ChSP "Chernyshevsky" to water lucerne crops in rice checks, and at need and early grain crops, without having any dozhdevalny DTsA-100MA car, at all unclear. Let’s wait the end of April and then everything will finally clear up.
The increase in the area under crops of vegetable cultures is expected. Here still the initiative belongs not to agricultural enterprises, and citizens – to owners of the land lots. If last year the drop irrigation borrowed around 22 hectares, in the current year there will be an increase in the irrigated areas under drop systems of an irrigation to 50 hectares. Not less than 200 hectares of crops of onions will be in the Razdolnensky area.
There is a gradual restoration of the irrigated areas by shirokozakhvatny dozhdevalny equipment. So, JSC GO "Nice" this year restores a crop rotation in the area of 440 hectares under "Frigates" and F/X Ziminsky bacon enters into an irrigated crop rotation one field – 53 hectares.
In order that water in due time came in ours areas and arrived on fields of farmers, employees of Razdolnensky interdistrict management of a water management in due time carried out capital and maintenance of objects state an intereconomy of other meliorative systems, pump stations. 34 pump stations are in full prepared for reception of water of 126 kilometers of channels and pipelines, the demand for which work in 2007 arrived from water users: Management is ready to provide water supply by everything to agricultural producers according to their intentions. The government budget of Ukraine provided compensation to water users of 50 % of cost of the electric power spent at water supply for a fields. The government of AR Crimea provides assignment for the same purposes at a rate of 2190 thousand hryvnias on all areas of the peninsula. The planned means can suffice on compensation of 70-80 % of a total cost of the electric power spent for an irrigation. The grant from the State budget on the irrigated hectare, which 497 thousand hryvnias it was received by agricultural enterprises of Razdolnensky and Black Sea areas in 2006, this year it is not provided yet. Payment of grants, compensations is defined to only legal entities. The citizens who are independently growing up agricultural cultures on irrigated lands, don’t get under action of resolutions on orders of appointment and payment of funds for irrigation support.
Today it is necessary for agricultural enterprises, farmers, individuals to think the rational organization of an irrigation of agricultural cultures on the fields, possibilities of economically effective expansion of the areas assumed to watering, irrigation restoration on lands not used in last years.
The good owner occupied with irrigated agriculture, under any weather conditions will finish agricultural year with profit.
