Data on equipment acquisition by agricultural producers in 2006 are provided. State programs for MTP updating in 2007, and also the separate industrial enterprises of the Crimea rendering the practical help to landowners under repair of equipment and manufacturing of spare parts are listed.
Wear of machine and tractor park on the average makes 70-92 %
In agro-industrial complex there was a critical situation with providing the enterprises with agricultural machinery. For the last five years number of tractors was reduced by 45 % and made 8,7 thousand units; combine harvesters – for 31 % – 1,6 thousand units; number of other agricultural cars and tools was reduced by 40-50 %.
Wear of machine and tractor park on the average makes 85 %. Security with the main means is at level of 45-55 % from technological requirement.
Continuation of tendencies which developed in agro-industrial complex of the Crimea in recent years, can lead to a full deindustrializatsiya of agrarian sector, and as a result to threat of food security of the region.
It is one of the reasons for that that agricultural producers unable timely, qualitatively and in full to carry out agrotechnical actions that leads to a considerable shortage and yield losses of crops.
As a result grown up with considerable expenses of material resources and work a grain yield, forage, vegetable crops it is impossible to clean in optimum agrotechnical terms because of notable deficiency grain – and kormouborochny equipment, combines for cleaning of vegetable cultures.
Especially sharply questions of a hardware face farmers and the personal country farms which are carrying out the production economic activity on the small land lots.
In 2006 on state programs and at the expense of own means agricultural producers of an autonomy acquired 673 units of equipment, including 173 tractors, 41 combine harvesters and 459 units of other cars and tools.
In 2007 for updating of existing machine and tractor park of agricultural producers (legal entities) with use of budget funds of Ukraine the following state programs will function: financial leasing (The law of Ukraine from 11.12.03 No. 1381-IV About leasing) for which realization 270 million UAH are allocated., including 150 million UAH. from the general fund and 120 million UAH. from special fund; partial (30 %) compensation of cost of difficult agricultural machinery (the resolution of Cabinet council of Ukraine from 01.03.07 No. 321 About modification of the Order of use of means of the government budget which go on partial compensation of cost of difficult agricultural machinery of national production, according to this program is provided by 131,8 million UAH., including 100 million UAH. from the general fund and 31,8 from special fund; with partial compensation of a bank rate (the resolution of Cabinet council of Ukraine from 21.02.07 # 259 About the statement of the Order of use in 2007 of the means provided in the government budget for implementation of financial support of the enterprises of agro-industrial complex through the mechanism of reduction of the cost of the short-term and medium-term credits for which 653 million hryvnias are allocated; the program of financial support of farms from the State fund support developments of farms regarding compensation of 30 % of cost of the first acquired tractor, the combine or the car.
For repair, restoration and re-equipment of agricultural machinery, manufacturing of spare parts and accessories to it landowners practically don’t use capacity of the industrial enterprises of agricultural mechanical engineering of the Crimea, having powerful repair and regenerative base which is capable to render the essential help to republic agricultural enterprises under repair technicians, its re-equipment and manufacturing of necessary spare parts.
So, JSC Prodmash carries out capital and regenerative repair, re-equipment of grain seeders and manufacturing of accessories to them; JSC Simferopolselmash Plant – repair of harvesters to grain – and to kormouborochny combines and release of cutting parts to them; JSC Simferopolsky remontno-mekhanichesky zavod – manufacturing of heavy disk harrows in width of capture from 3 to 4,2 m; plows hoeing plows; spreaders of mineral fertilizers and details to them; capital and regenerative repair of the T-150 tractors (with engine replacement on YaMZ-236), zernopogruzchik and zernometatel.
The ministry of an agrarian policy of the Autonomous Republic Crimea has a full information database concerning the state financial support in 2007 of technical updating, interaction with the industrial enterprises of agro-industrial complex.
